Error in the CDC for the average 19 year old height?

In the 2016 statistics the average 19 year old male is 5'9.4", but in the 2012 statistics it's 5'10", both on page 12. This doesn't make sense because most of the other measurements only varied by .01-.02 inches, that's quite a difference.

It's not strange at all for people born in a particular year to be taller than the people born in the previous year or the year after

Do you guys have any idea how they get these measurements? I searched and I searched but I can't find anything. They can't be self-reported, right?
