Which inch makes the biggest difference in the average range ?

5'9-5'10 is the biggest gap percentile wise , but which of the 4 is the most significant to you personally?

5'9-5'10" because it's the biggest gap like you said. 5'9" is a gray area but no one denies that 5'10" is average.

I voted for 5'11"-6'0". That one inch would take you from above average to legit tall since 6 foot would be about one standard deviation from the US average.
